According to FNP PPR PS - a project for the production of works using lifting structures. The term PS - lifting structures , includes all types of cranes and lifts, including auto-hydraulic lifts for lifting people to work at height.

Services for the development of projects for the production of work are carried out in accordance with the legal regulation and certificates confirming certification for industrial safety and giving the right to develop projects for the production of work with cranes or hoisting machines.

Without appropriate design documentation, the work of a crane or hoisting machine, hoisting structure, cannot be carried out. In some cases, it is required to have flow charts for loading and unloading operations.
Regulatory acts and documents in the field of industrial safety on the rules for working at hazardous production facilities where lifting structures are used unambiguously read:

For the literacy and quality of drafting the production of works, all responsibility lies with the developers . Carrying out work in violation or deviation from the PPR standards is strictly prohibited. Any changes or additions can only be made by the PPR developer.

After drawing up the PPR of the PS the project must be provided by the construction company at least 5 working days prior to the completion of the work.

Order of the Federal Service for Environmental, Technological and Nuclear Supervision of May 10, 2007 No. 317 "On the approval and implementation of guidelines on the procedure for developing projects for the production of work by lifting machines and technological maps of loading and unloading operations":

p. 1.2. Installation of hoisting machines, organization and execution of construction and assembly work with their use are carried out in accordance with a specially developed project for the production of hoisting cranes (PPRK).

Loading and unloading operations and storage of goods by cranes and cranes-manipulators at bases, warehouses, sites are performed according to the technological maps of loading and unloading operations.

Compilation and development of PPRK.

After agreement with the operating organization, truck cranes or hoisting machines, the head of the construction company performing the work, finally approves the developed PPRK. Both the design engineer and the head of the operating organization of lifting equipment, who gives their signature for the approval of the PPRK, must have the appropriate permit, undergo training and pass certification in the field of industrial safety of hazardous production facilities, in accordance with the standards and relevant rules.

DO I NEED AN EXPERTISE / APPROVAL OF Rostechnadzor PROJECTS FOR PRODUCING CRANE WORK (PPRK)?

Important! The order of March 5, 2013 CANCELED the need to carry out an examination of Work Projects by cranes, as well as to register in the territorial circles of Rostechnadzor.

However !!! In some cases, the approval and approval of the PPRK in the territorial department of Rostechnadzor is required.

235. Lifting and transporting people using a PS, in the passport of which there is no permission to transport people, are allowed in the following cases:
a) during the installation, construction and erection of unique facilities, when other methods of delivering workers to the work area cannot be applied ;

b) during installation and maintenance of stand-alone drilling and other oil and gas production units;
c) at enterprises and docks that carry out work on the construction and repair of ship hulls;
d) on oil and gas platforms installed in the open sea, to change personnel with a rotational method of servicing platforms;
e) when moving personnel to secure and unfasten containers and cargo;
f) when diagnosing and repairing substation steel structures, when the use of other lifting means is impossible;
g) during emergency transportation of people who are unable to move .

PPR for lifting and transporting people using PS should be developed with a prerequisite for meeting the industrial safety requirements set forth in these FNP, and approved by the Federal Service for Environmental, Technological and Nuclear Supervision, except in cases of emergency transportation of people.

How the PPRK will look like

• Explanatory note;
• Full tap snapping, both vertical and horizontal
• Calculation of the danger zone from the cargo moved by the crane and from the fall of cargo from the building;
• Measures for the safe operation of the crane and the joint operation of machines and mechanisms;
• Slinging and storage schemes;
